Price and pricing model changes are common in the geospatial industry. They reflect the evolution of the market, competition landscape and use cases. For example, in 2018, Google introduced their new Google Maps Platform with their new pricing structure.
Our partner HERE Technologies made some adjustments to their pricing this year and Korem experts want to help you make sure you are paying for the right product for your needs with a fast run-through of the main changes, and what they mean to you and your organization.

What are the impacts on price for the following HERE products and services?
HERE Location Services (HLS)—The services offering through API
The HERE Location Services cover a portfolio of more than 100 location services that fall into seven categories: Maps, Geocoding & Search, Routing, Traffic, Geo-Visualization, Fleet Telematics and Transit. The services can be used to enhance web applications with location capabilities or develop mobile apps by using the HERE SDK. The services can be accessed through one of the following permitted use cases:
Use case #1: Location Mapping – Transaction Based – No Changes 😊
This use case allows the provision of digital maps, route calculation, location search capabilities, and the display of the position of the end user on a map.
Use case #2: Location Mapping – Monthly Active User Based – No Changes 😊
In addition to Location Mapping, this use case allows the connection of a mobile device to a vehicle to transfer or emulate the mobile device’s screen image to an in-vehicle head unit display. This enables the end user to control or operate the mobile device through the vehicle head unit or vice versa.
Use case #3: Asset Management – Asset based – Some Changes 😐
This use case is used for anything related to an asset, to any one or all of the following: locating, tracking and/or display on a map; route calculations; and deriving of analytics.
- Route Guidance, which was previously included in the base fee of all asset management use cases is now considered an add-on fee to the base price per asset.
- You are using Route Guidance if your application is using alerts/individual maneuvers along the route in real time, including the automatic recalculations of the route if an end user deviates.
- Add-On: Good news, the following new add-on features have been added and are charged per transaction (per API call):
- Large-scale Matrix Routing calculates routing matrices of up to 10,000 origins and 10,000 destinations;
- ETA tracking provides updates on the Estimated Time of Arrival;
- Tour Planning solves multiple variations of the Vehicle Routing Problem.
HERE Content & Traffic—The raw data offering
The HERE Content & HERE Traffic are data sets that describe the world around us, creating a digital representation of the world by turning the physical world into digital data. Because HERE Technologies is doing business worldwide, they have decided to adopt a new population-based pricing for all its HERE content & traffic use cases:
Use case #1: Geographic Information Systems (GIS) – Many Changes 😕
This use case allows an application, such as a desktop GIS software, to analyze, process or visualize information in order to manage land use, natural resources, environment, urban or enterprise facilities, communications or utility networks, or any other fixed assets.
- The base license fee is now calculated on the population of the coverage area. Prices were previously established according to coverage areas (i.e. counties for the USA). This is a welcome change since it simplifies pricing (enabling city-specific pricing). Although, depending on some areas of the world, some customers will face either a price increase or a reduction in price.
- Perpetual licenses are now available for everyone to purchase
- Discounts are now applied if a customer buys for more than 1 country
- Educational and Essential Maps provide additional discounts
The specific GIS Traffic use case has also changed:
- The base license fee is also calculated on the population of the coverage area.
- The license is now an annual license, but customers can still pay extra to get a perpetual license.
- Traffic Analytics and Real Time traffic are now under the same “GIS Traffic” use case instead of separated.
- The map display is now included into the base fee, instead of being an upsell.
Use case #2: Asset Management – Many Changes 😕
This use case is used for anything related to an asset, to any or all of the following: locating, tracking and/or display on a map; route calculations; and deriving of analytics.
- Since the HLS (HERE Location Services), Route Guidance, which was previously in the base fee, is now an add-on to the base fee price, a customer using Route Guidance will see a price increase.
- If you were using the Managed Asset with Optimization option, not only will the base fee increase per asset, but there will also be an add-on fee for Route Guidance. If you happen to be a customer using both optimization and route guidance, your license cost will jump two-fold and you may want our Korem experts’ help to analyze the best options for you.
- On the upside, the HERE Content Asset Management use case now offers access to a lot of premium content at no extra cost. We will not cover premium content in depth here but don’t hesitate to contact us for any additional information.
In addition to the changes made in their price books, HERE also introduced pricing information for their new HERE Platform. It gives customers access to HERE data, products and services, as well as a developer environment. They also introduced HERE Marketplace where data can be exchanged, and where new opportunities open for companies to get onto the data monetization bandwagon.
HERE is secure, so if you have security concerns, HERE Technologies applies industry and regulatory standards for data security, privacy and compliance; ISO 27001 certified and GDPR compliant; They are also SSAE SOC (Service Organization Control) Type 2 certified.
